Biography:
Dr. Yueh-Hsuan Weng is an Associate Professor at the Inamori Frontier Program, Institute for Advanced Study (IAS), Kyushu University and Associate Professor (Cross-appointment) at the Frontier Research Institute for Interdisciplinary Sciences (FRIS), Tohoku University. He has been an Assistant Professor at FRIS, Tohoku University (2017-2023), Visiting Associate Professor at College of Social Sciences, National Taiwan University (2026), Visiting Assistant Professor at Faculty of Law, The University of Hong Kong (2018) and TTLF Fellow at Stanford Law School (2018-2021). He received his Ph.D. in Law from Peking University and his M.S. in Computer Science from National Chiao Tung University, Taiwan. He is strongly interested in interdisciplinary studies, especially in issues concerning the interface between Artificial Intelligence and Law, including Robot Law, Social Robotics, and Legal Informatics.

Title: A Legal Policy Review of AI Regulatory Sandboxes
Abstract:
This presentation will provide a legal policy analysis of the AI regulatory sandbox system, exploring the interaction between legal norms and policymaking. The content includes the evolution of the EU AI Act and the Japanese system, comparing the differences in how different countries balance technological innovation and risk management. Through discussions of controversies surrounding the implementation of international norms, the presentation aims to provide concrete insights and suggestions for Taiwan's future legal framework.

Title: The Impact of User Experience on the Ethical Design of Emotional AI
Abstract:
This presentation explores the user experience (UX) of empathic AI systems in ethical design, with a particular focus on how design can mitigate potential ethical risks. Using a design-centric governance approach, a multimodal conversational robot named MOODBOT, capable of sensing nonverbal interactions such as vision, gestures, and speech, was developed. This research aims to establish a framework integrating theory and empirical evidence to provide safer ethical guidelines for future empathetic artificial intelligence.
