The Ministry of Education of Taiwan (R.O.C.) has established the University Academic Alliance in Taiwan to integrate universities into an alliance and establish overseas hubs, aiming to foster the talent circulation and exchange.
To achieve this, twelve universities with key research institutes have formed the University Academic Alliance in Taiwan (UAAT). The member universities include National Taiwan University, National Cheng Kung University, National Tsing Hua University, National Yang Ming Chiao Tung University, National Sun Yat-sen University, National Taipei University of Technology, National Chengchi University, National Chung Hsing University, National Central University, National Taiwan Normal University, Taipei Medical University, and National Taiwan University of Science and Technology. The alliance collaborates with leading universities, research institutions, and industries across the globe. It covers a wide range of disciplines including semiconductors, engineering, science, life sciences, agriculture, social science, humanities and arts, etc.
This innovative framework is designed to consolidate the resources and expertise of member universities, facilitate diverse forms of collaboration, such as research, curriculum development, and faculty exchange. Its goal is to strengthen partnerships with top global universities/institutions, thereby enhancing bilateral relationships and promoting international talent mobility and exchange.
UAAT Strategy II.
Background
To promote the mobility and sharing of academic resources in Taiwan’s higher education system and to further strengthen international collaboration, the Ministry of Education launched the “Innovative Curriculum and Talent Development” strategy in 2025 under the University Academic Alliance in Taiwan (UAAT) initiative.
This strategy is coordinated by National Taiwan University (NTU) and brings together disciplinary teaching resources from alliance member universities to jointly develop innovative curricula and promote cross-border co-supervision mechanisms for graduate students. Through these efforts, the strategy aims to better align alliance curricula with international and industry trends, cultivate talent with global perspectives and competitiveness, and enhance the international academic influence of Taiwan’s higher education system.

Three Core Initiatives
Initiative I: Curriculum Framework and Content Renewal
This initiative focuses on required courses as the foundation, responding to global trends through curriculum updates or credit restructuring. Implementation strategies include benchmarking against leading international institutions, establishing partnerships with these institutions, reorganizing curricula based on joint discussions, and institutionalizing reforms to ensure long-term sustainability.
Initiative II: Development of Frontier and Innovative Courses
Course design integrates global trends with industry experience, covering areas such as technological innovation, interdisciplinary integration, and entrepreneurial thinking. Courses may be offered as individual classes, modular course units, or cross-university programs. Implementation involves cross-institutional collaboration teams, inviting international experts to participate in teaching, and developing standardized models to facilitate scalability and dissemination.
Initiative III: Cross-Border Co-Supervision for Graduate Students
This initiative promotes online cross-border co-supervision, inviting international scholars to serve as co-supervisors, with a primary focus on partnerships with top-tier global universities. The program provides funding support for academic exchange and overseas research opportunities for students, encourages joint scholarly publications, and assists students in transitioning to overseas doctoral programs, thereby establishing long-term and substantive international collaboration.
