National Taiwan University of Science and Technology (NTUST) Call for Proposals – Semiconductor Field
I. Overview
To promote Taiwan–U.S. university system cooperation and strengthen international academic partnerships, the Ministry of Education (MOE) has invited NTUST and 11 other universities to form the UAAT alliance and jointly execute collaborative research projects with the University of Texas System (UTS). These projects focus on two main areas: semiconductors and health sciences. NTUST serves as the lead institution for the semiconductor program.
II. Integrated Project Structure
- Each integrated project must include at least two interrelated sub-projects and involve no fewer than four UAAT member universities. Sub-projects may be classified as either Research Projects or Talent Cultivation Projects.
- Each sub-project must include at least two UAAT member universities and one international partner institution. There must be at least two different institutions serving as sub-project leads within the integrated project.
III. Call for Proposals – Semiconductor Focus
Research topics include, but are not limited to:
- AI/HPC chip and advanced circuit design
- Advanced process and wafer technologies
- Advanced packaging and heterogeneous integration
- Novel semiconductor materials and devices
- Optoelectronic integration and silicon photonics/quantum device technologies
- Design automation, system architecture, and co-design for application-oriented development
- Advanced semiconductor equipment and process optimization
- Submission Deadline: For teams that have already established faculty collaboration with UTS, please submit your complete sub-project proposal to Mr. Bingsong Lin at the NTUST Office of Research and Development by Monday, August 18, 2025 (Email: blin9855@mail.ntust.edu.tw).
- Notification Date: The list of accepted sub-projects is expected to be announced on Monday, September 15, 2025, pending final approval from the MOE.
IV. Application Restrictions and Funding Guidelines
- Restrictions on Team Overlap:
If more than half the members of two or more sub-projects are the same within or across integrated projects, only one proposal will be approved.
- PI and Co-PI Eligibility:
- PIs and Co-PIs must be full-time faculty or research staff affiliated with their respective institutions during the project period (this applies to both domestic and international partner institutions).
- Each applicant may serve as a PI or Co-PI on no more than two projects.
- After review, each applicant may be approved to serve as PI on only one project and participate as PI or Co-PI in a maximum of two projects total.
- Funding Guidelines:
Budget planning should follow the MOE Guidelines. For example, personnel costs should generally not exceed 20% of the total budget for the integrated project. Each sub-project may request a budget of approximately NTD 1.5 million to 2.5 million, with final approval based on project scope and number of sub-projects.
